What is meant by DEVELOPMENT ?

The aim of this blog post is to identify different perceptions/views on development. In other words,  what  development is meant  for various people.

One facet of development is economic development- wealth. Another facet is human development such as life expectancy, education level etc.. Is that all ? Can there be many forms? What about values and morals? And culture? Do we want to maintain an individual's culture or form a global culture ?

Information and Communication Technology (ICT) has a major impact on economic and societal development. Though developing, emerging, and transitional economies play an increasingly important role in the global market, mainstream information systems research continues to focus on the relatively small group of countries with highly developed economies. The business, social, and legal environments of developing, emerging, and transitional economies often mandate that ICT implementations and uses are dissimilar from those in highly developed regions. Practices and models that have been tested in highly developed countries may not be applicable in the global setting. The intention of this track is to encourage more research and publications on ICT focused on developing and emerging markets and communities.

1. To provide a comprehensive survey of and selected analysis of
existing theories and explanations of how and why ICT-enabled
facilities such as telecentres centres work, and the way they help
address policy goals in social and digital inclusion.

2. To provide a resource to strengthen the theoretical basis for
future research "Measuring the impact of eInclusion actors on Digital
Literacy, Skills and Inclusion goals of the Digital Agenda for
Europe";

3. To extract conclusions and make recommendations on the
applicability of this knowledge to future research "Measuring the

· When does effective discourse help a collective outperform individuals?
· What functions should the next generation of social platforms support?
· How can we allow communities to efficiently manage many diverse ideas, argument, and deliberate?
· What patterns in discourse and action can be modelled computationally?
